The WEPP Monthly Statement of Account (MSA)
What is the purpose of the Monthly Statement of Account?
The MSA is a document provided by Service Canada to trustees and receivers in respect of each estate and property for which a WEPP payment was made. This statement provides a monthly summary of the total WEPP payments issued to wage earners for a specific bankruptcy/receivership.
Service Canada issues the MSA to notify trustees and receivers of the total amount paid under the WEPP for a bankruptcy/receivership.
What does the amount on the Monthly Statement of Account represent?
The total balance represents the Crown’s entire subrogated claim, part of which can be owed as a super priority and part as unsecured claim. The MSA provides a breakdown between the super-priority and the unsecured amounts so that it is clear to the trustee/receiver. Every time a WEPP payment is issued to a wage earner, the trustee/receiver is informed by way of a letter which also provides a breakdown of the payment.
What do trustees/receivers need to know about the Monthly Statement of Account?

Name and Address
The Trustee/Receiver name appears in the name field and in the address field. Although it is only showing the Trustee/Receiver name, the MSA applies to the bankruptcy/receivership in question (as per the Estate ID number).
Estate ID
The Estate ID number appears in the client ID field. You will notice that there is a Y at the end of the number. This is only a filler used by Service Canada officials to help with the processing of payments of all program types.
Due date and Minimum payment
All Monthly Statement of Account display a "due date" and "minimum payment" field. These requirements do not apply to WEPP and the reference to a specific date and/or amount should be disregarded.
Summary of Accounts
The Summary of Accounts section provides the payments made to WEPP applicants. The first time a payment is processed under an Estate ID number, the first payment will appear in the "establishments" column. Payments that follow appear in the "Adjustments" column. The Monthly Statement is updated and sent on a monthly basis. (SPRI=Super-priority and UNSC=Unsecured)
What should I do if the amount shown on the Monthly Statement of Account does not match the total amount from the accumulated "approval of payment" letters?
Each time a payment is issued to a WEPP applicant, Service Canada issues a detailed letter outlining the amount of the WEPP payment. The trustee/receiver who submitted the Trustee/Receiver Information Form supporting the application receives a copy of this information in an "approval of payment" letter. Trustees/receivers also receive a Monthly Statement of Account from Service Canada which will provide the total amount paid to applicants, per estate or property broken down by super-priority and unsecured amounts.
If the total of the payment amounts from all the "approval of payment" letters that you have for an estate or property does not match the amount listed on the MSA, it may mean that you do not have all the required "approval of payment" letters. Please allow enough time to ensure that all applications have been received, processed and the letters sent to your office. Then contact Service Canada’s dedicated WEPP information service at 1-866-683-6516 (TTY: 1-800-926-9105) for assistance. Trustees/receivers may be asked to submit a list of all employees for which they did not receive a WEPP letter.
