How many agreements will be issued in Ontario for Community Coordination?

There will be one Opportunities Fund – Community Coordinator contribution agreement for each advertised call for proposals. 

 

If agreements are being awarded regionally (CFP 002), can you define the geographical areas?

There is one contribution agreement for CFP-ON-09-10-NSEW-002, which covers all of Ontario excluding Hamilton/Niagara, York/Durham, Peel/Halton, and Toronto regions.

For CFP-ON-0910-Hamilton/Niagara-York Durham-Peel Halton-Toronto-001, there is one contribution agreement, which covers Hamilton/Niagara, York Durham, Peel Halton, and Toronto.

 

If agreements are being awarded regionally, do you have historical data for participant numbers in the different regions?

Unfortunately, we are not able to provide information for the specific regions.  This is not a requirement for the CFP.

 

In Section 1 - Details of the Call for Proposal (page 4), please confirm that these client targets are annual expected outcomes.

Yes, the client targets are annual expected outcomes.

 

Individuals receiving benefits through Canada Pension Plan (CPP) Disability Benefits may be eligible for services through the Community Coordinator program. Will CPP case management staff still be involved with their clients as they move through their vocational rehabilitation plan?

Yes, a case manager will be involved as clients move through their vocational rehabilitation plan. 

 

As per page 16 of the CFP, could I please have a copy of the electronic budget template?

In the Community Coordinator Assessment Grid under B1 (page 3), it lists the tools and supports that should be components of the service delivery approach (Wage Subsidy, Work Experience, Self-Employment, etc.) It is also our understanding that clients eligible for the Community Coordinator services are not EI eligible. If the client is EI eligible, they should be referred to the Employment Ontario (EO) Assessment Centre for service. As such, we are a bit confused with the wording under BI – Scoring Guide. The narrative mentions “assessment centres/case managers”, but it would seem that the vast majority of clients from assessment centres would not be eligible for this program due to their EI status (if the intent of the wording is formal EO assessment centres). Are we taking the terminology too literally? A general clarification of the paragraph would be of assistance.

It is expected that a majority of clients will be assessed and case managed by the successful applicant (Enhanced Employability Services), and that referrals will come from external assessment centres. If these referrals are EI eligible, their eligibility for services will be assessed on a case-by-case basis.

 

Can the geographical areas be divided? For example, if our organization covers Hamilton and Halton, could our organization apply to only serve those areas? Is Hamilton/Niagara or Peel/Halton considered as one area?

The proposal must cover the entire geographical area that is referenced. For CFP-ON-0910-Hamilton/Niagara-York/Durham-Peel/Halton-Toronto-001, the proposal should include services to be provided in Hamilton/Niagara, York/Durham, Peel/Halton and Toronto and not just for one of those areas. The same is true for CFP-ON-0910-NSEW- Ontario-002.

 

Is CFP-ON-0910-NSEW- Ontario-002 intended to cover the remainder of Ontario not covered by CFP-ON-0910-Hamilton/Niagara-York/Durham-Peel/Halton-Toronto-001 and can this area also be divided? For example, Brantford is not covered by CFP-ON-0910-Hamilton/Niagara-York/Durham-Peel/Halton-Toronto-001. Could an organization just apply under this call for one area?

Yes. This call is intended to cover all areas not served in CFP-ON-0910-Hamilton/Niagara-York/Durham-Peel/Halton-Toronto-001. It is expected that submissions will cover the entire area referenced in the CFP.

 

From the list of expected outcomes, can you please clarify what ‘referred elsewhere’ means? Does it mean any referral made to a partner organization other than a school?

From the list of expected outcomes, the ‘Referred Elsewhere’ outcome refers to the other organizations or agencies (outside the applicant’s organization), that the Case Manager has referred the client too.

 

Does the expected outcome of 278 to 348 participants receiving skills for employment encompass any assistance received besides employment and returning to school?

The definition for Skills for Employment.

Skills for Employment - Financial assistance is available to people with disabilities to help them get the basic to advanced job skills training they need to enter the job market.

 

Our question is with regard to the specific format to be followed for completing the proposal.  Do we follow Annex 4, the details of the proposal as outlined pages 11 to 17, or a combination of both to ensure inclusion of specific details?

As per the applicant guide, "The proposal is to be written in the format provided in Annex 4. Following this format will ensure that your proposal meets both the CFP Assessment Criteria, and the assessment requirements for the highest ranked applicant (s)."

 

Please define what a Community Coordinator is and the role of the Community Coordinator or Delivery Agent.

From the Applicant Guide: A Community Coordinator is a contribution recipient that, under an employment benefit, receives funding to carry out a project. The Community Coordinator will then enter into its own agreement with eligible insured participants and employers in support of activities, which will further the objectives of the employment benefit. 

 

When is the final day to ask questions?

The final day to ask questions was July 17, 2009.

 

Please clarify whether the maximum amount of $1.5 million is solely for community coordination or does it include targeted wage subsidies, disability accommodations, and tuition for eligible participants with disabilities.

The maximum amount of $1.5 million is for the community coordinator contribution agreement which includes all Opportunities Fund interventions listed in the application guide.
