7.0 Program and Service Delivery Arrangements

 

7.1 The Labour Market Partners agree that service delivery arrangements with respect to employment benefits, support measures and the National Employment Service, as appropriate, are to be developed by each Regional Committee for Labour Market Development. This will allow maximum flexibility to ensure the most effective approach at the local level and to provide for experimentation and innovation.

7.2 The Labour Market Partners agree to negotiate arrangements to allow for effective service delivery at the regional level by co-locating, where appropriate and feasible, and by negotiating front-end co-location administrative arrangements, where appropriate. These arrangements will be negotiated during the period of the Agreement and, when negotiated, will be set out in an Annex to this Agreement as they occur.

7.3 To facilitate their negotiations with respect to co-location, the Labour Market Partners agree to use the arrangements set out in the Canada/Newfoundland Administrative Agreement for Co-location Projects as a model or guide. The Labour Market Partners also agree that if, in the course of their co-location negotiations, it would be expedient to include their existing co-location arrangements under the Canada/Newfoundland Administrative Agreement for Co-location Projects in a comprehensive new co-location agreement, they will cancel that Agreement and include those arrangements in the new co-location agreement.
