6.0 National Employment Service

6.1 The Labour Market Partners, through the Management Committee, agree that they will co-plan and co-manage the operation of the National Employment Service in Newfoundland and Labrador but that Canada will retain responsibility for the direct provision of services and assistance to all clients in Newfoundland and Labrador. Newfoundland and Labrador will have the option to participate in the provision of the services and assistance.

 

6.2 The Labour Market Partners agree that labour market policy research and information product development are central to meeting labour market development objectives, strategies and priorities applicable in Newfoundland and Labrador. To this end:

a.joint labour market policy research will be conducted with respect to issues, themes, initiatives and other labour market matters of importance to both Canada and Newfoundland and Labrador;

b. labour market information products will be developed which will allow service providers to better assist clients to access and maintain employment, and lead to the development of a comprehensive labour market information system in Newfoundland and Labrador;

c. appropriate administrative resources from the resources referred to in section 13.9, will be devoted to labour market policy research and information product development.

 

6.3 The Labour Market Partners agree to examine and establish ways of making appropriate links between their information systems to allow for efficient and effective services and information dissemination to clients, and to allow for appropriate exchange of information between them. To this end, they will look at various measures, including:

a. identifying gaps in labour market information and developing strategies for bridging them;

b. eliminating duplication of effort through the co-design and co-management of activities related to developing, maintaining and updating labour market information and related products;

c. utilizing Community Information Resource Centres and other alternative service delivery arrangements, as appropriate;

d. establishing mechanisms, including the use of sector studies, for identifying potential labour market growth areas;

e. sharing common software and functionality.
