a. co-management means a process, guided by labour market development needs, circumstances, challenges and priorities applicable in Newfoundland and Labrador, for the joint federal-provincial planning, design, decision-making, management, monitoring and evaluation of employment benefits and support measures and the National Employment Service;
b. harmonization of employment benefits and support measures with provincial employment programs;
c. the design and implementation of programs and services that will further federal and provincial labour market development objectives and priorities, result in employment and self-sufficiency for assisted clients, increase the participation in labour market activity of employable persons, particularly those who are dependent on public income supports, and foster an entrepreneurial climate;
d. joint federal-provincial identification of labour market policy issues, themes, initiatives and other labour market matters of interest to both orders of government;
e. the design and development of, and the sharing of access to labour market information and information systems which will improve planning and provide up-to-date, relevant information to clients; and
f. improving the efficiency and effectiveness of program delivery through, wherever feasible and appropriate, alternative service delivery mechanisms and co-location of service delivery.
