12.0 Evaluation

12.2 The Management Committee will be responsible for the completion of all evaluations of the employment benefits and support measures. The first phase of evaluation will be conducted following the first fiscal year of implementation (fiscal year 1997/98) and will address formative evaluation issues. Phase two of the evaluation framework will address summative evaluation issues and will cover the three fiscal year period immediately following the signing of this Agreement (fiscal years 1997/98 to 1999-2000). Subsequent evaluations will be conducted on a regular basis every five years thereafter.

12.3 Because of Canada's continuing responsibility for program delivery under this co-management agreement, the costs related to evaluations will be assumed by Canada.
