Targeted Wage Subsidies for Apprentices
Targeted Wage Subsidies (TWS) is a federally sponsored program delivered through Service Canada which helps individuals who have difficulty finding work gain the job experience they need to overcome their employment barriers.
TWS for Apprentices is a special initiative within the TWS program to help apprentices gain the necessary workplace skills to achieve journeyperson certification. TWS for Apprentices is administered under the Canada-Newfoundland and Labrador Labour Market Development Agreement. TWS for Apprentices is in effect on a pilot basis in Newfoundland and Labrador until March 31, 2007 .
Agreements are signed with employers offering a temporary wage subsidy as an incentive to hire individuals they would not normally hire. The goal is permanent employment with that employer or with another employer.
The program is available to individuals eligible for Employment Insurance (EI) assistance who have:
| completed their entry level training; |
| registered (or are eligible to be registered) as apprentices with the provincial Department of Education; |
| identified an employment barrier; or, |
| developed a return-to-work action plan with an Employment Assistance Services (EAS) counsellor. |
Candidates who have completed entry level training and are encountering problems getting relevant work experience, should contact their local EAS office.
Where the employer is based outside of Newfoundland and Labrador , the candidate must contact the Service Canada Centre (SCC) nearest to the employer and determine how to access TWS funding in that province.
Interested employers are encouraged to contact the local SCC office regarding TWS for Apprentices. Employers can post job advertisements stating their interest and ability to hire a TWS-sponsored candidate. It should be noted, however, that this program is client-focused and not intended to simply subsidize employers’ labour costs.
