ENABLING FUND FOR OFFICIAL LANGUAGE MINORITY COMMUNITIES


Objective

  • The objective of the Enabling Fund is to enhance the development and vitality of OLMC by strengthening capacity in the areas of human resource development and community economic development and by promoting partnerships at all levels, especially with federal partners.
  • The Enabling Fund is complementary to existing support programs. It is not directed to individuals but is designed to create conditions that enable sustainable community-wide economic development. Project activities will result in strengthened human resource capacity and community economic development, reduction of out-migration of young people and the highly skilled, creation of new jobs, rebuilding of social and economic structures, creation and improvement of local community development structures, diversification of employer base and increase of social and economic influence. The following outcomes share these objectives and results.

Types of Activities

Examples of suitable activities include but are not limited to the following:

  • Human resource planning in OLMC;
  • Research and Analysis;
  • Preparing community plans for adoption by communities;
  • Creating, consolidating and sustaining partnerships, alliances and networks and exchange information;
  • Mobilizing stakeholders;
  • Enabling the creation and coordination of proposals and projects;
  • Strengthening the capacity of community stakeholders to be self-reliant and implement their development projects;
  • Developing human resources within the national and local Enabling Fund infrastructure;
  • Creating and sustaining linkages among the government and OLMCs through national collaboration and consultation processes, and through boards (community tables).

Our Sponsors

  • Francophone minority communities are represented by RDEÉ Canada, the national Francophone organization, and by the “Réseaux de développement économique et d'employabilité - RDÉE”, local Francophone organizations. The Community Table of the National Human Resources Development Committee for the English Linguistic Minority and the network of Community Economic Development and Employability Committees (CEDEC) act as spokespersons for minority Anglophone communities. All these organizations form a pan-Canadian infrastructure that enhances the vitality of the OLMC.
