Register for ROE Web or add a client to your existing account

Whether you are responsible for completing ROEs for a small, medium, or large business, or if you are an accountant, bookkeeper, or payroll processor, follow these steps to register your business or your clients for ROE Web.

To register your business for ROE Web

  1. COMPLETE and sign the Registration Form where you authorize the Primary Officer (PO) to take responsibility for the administration of the ROE Web program on behalf of the organization.
  2. VISIT - The PO must visit a Service Canada Centre for authentication. The PO should provide the completed and signed Registration Form, the Client Employer consent form and two pieces of identification (one with a photo).
  3. ACTIVATE - Upon receipt of the documents, Service Canada will create a business account and send an email to the PO giving him/her access to the ROE Web evaluation/training environment site. Within 4 to 6 weeks, the PO will receive, by mail, the ROE Web Internet address and the activation code to be used to log in to the ROE Web application for the first time.

    To complete the activation process, the PO will:

    • go to the ROE Web Internet address to access ROE Web;
    • obtain a Government of Canada epass (if the PO does not already have one);
    • accept the ROE Web agreement online and create their business professional.

To add a client to your existing ROE Web account

  1. COMPLETE the ROE Web Client Employer consent form and have it signed by the Primary Officer as well as each of your client employers.
  2. SEND the completed and signed form to the following address:

ROE Web User Roles

ROE Web offers different levels of access to ROE Web depending on the user's level of responsibility, including:

Primary Officer (PO)

  • Primary Officer (PO) - The Payroll Service providers authorize the Primary officer (PO) to accept the ROE Web agreement on his behalf. The PO can also issue ROEs, enrol and assign access levels to others within the organization, such as Designated Officers, ROE Web Issuers, and Viewers.  
  • Designated Officer - issues ROEs or enrols and assigns access to ROE Web Issuers and Viewers.
  • ROE Web Issuer - issues, amends and views ROEs.
  • Viewer - view-only access to ROEs

Minimum system requirements

After receiving the activation code, users will need the following system capabilities to run ROE Web:

  • high-speed Internet access; and
  • Adobe Reader, Version 5 or later.
