About Record of Employment on the Web (ROE Web)

ROE Web was launched in 2003 in response to a long-standing request from the employer community to facilitate the ROE production process.

ROE Web:

  • is a secure Web-based application;
  • allows you to create, submit and print 53-week ROEs via the Internet;
  • is a reliable and convenient way to submit ROEs;
  • improves service to employees who are applying for Employment Insurance benefits; and
  • offers many benefits for your business.

Two methods of issuing ROEs electronically

  • Online Data Entry. With this method, businesses produce ROE one at a time using an online version of the ROE form. ROE Web offers pre-filled information, drop-down menus and online help options. Valid ROEs are assigned a serial number and saved into the Service Canada database for a six-year period. ROEs can be retrieved for printing or for modifications at a later time.

  • ROE Payroll Extract Transfer. For businesses using compatible payroll software, or which have developed an interface with ROE Web, payroll data can be extracted and submitted directly to Service Canada in batches. Using the ROE Payroll Extract transfer, businesses can submit up to 1,200 electronic ROEs per ROE Payroll extract file. For ROEs that fail validation rules, businesses are able to make corrections using the Online Data Entry feature, or by uploading a new ROE Payroll Extract file with corrected ROEs. Businesses can develop an ROE Web compatible interface.

To start using ROE Web, you must register with Service Canada.

If you use a payroll service provider, contact your provider to determine which electronic ROE service is available to you.

If you use payroll software, contact your software vendor to verify that the software you are using is compatible with ROE Web or another electronic ROE service.
