  2. Why has ROE Laser been terminated?

As of January 2007, the manufacturer no longer supports the server equipment used for ROE Laser. The ROE Laser software is no longer compatible with newer computer systems and Internet browsers. In 2003, Service Canada implemented an Internet-based service called ROE Web as a successor to ROE Laser. Investment to update hardware and maintain the outdated technology for ROE Laser was not a wise solution.  Maintaining numerous systems is expensive and optimization of our services is necessary. The server was shut down on December 29, 2006.  Since then Service Canada can no longer generate ROE laser serial numbers. For these reasons this product has been terminated.

  3. What are the alternatives to ROE Laser?

Service Canada is encouraging employers to transition to ROE Web as soon as possible. The Record of Employment on the Web (ROE Web) is a comparable and improved Internet based application that allows employers to create, amend, submit, view and print ROEs. The ROE Web application is available in the 53 week format. The application has also been updated to include an Import feature which can be used to extract and import specified data into the employers payroll software as a reference to the ROEs issued. When a business uses ROE Web there is no need to order or store a supply of blank paper ROEs, mail the second copy to our Bathurst office or to store a paper copy of the ROEs that have been issued.

Employers and payroll professionals who are not converting to the ROE Web application can issue ROEs using the three-part paper Record of Employment.

  4. What if a business already has a large supply of ROE Laser serial numbers?

Service Canada will continue to accept laser ROEs issued by businesses. However, they do not need to exhaust their supply of serial numbers before registering for ROE Web. Service Canada is encouraging businesses to transition to ROE Web as soon as they can.  Businesses that are unable to use ROE Web will have to convert to the paper-based ROE when their supply of serial numbers has been exhausted.

  9. What is required to transition from ROE Laser to ROE Web?

The ROE Web application is currently available to all Canadian businesses that have at least one Canada Revenue Agency (CRA) Business Number (BN) and who meet the system requirements.

Accountants and bookkeepers, acting as Payroll Processor, who wish to sign up clients, can also use ROE Web.

If your business has an agreement with a Payroll Service Provider (PSP) to issue ROEs, Service Canada has developed an electronic solution for them to issue large volumes of ROEs. Contact your PSP to determine if the service is available.

If your business uses specialized payroll software, contact your software vendor to check if the version you are using is compatible with ROE Web.

If you are an employer outside Canada, your registered subsidiary operating in Canada can use ROE Web.

To date, Service Canada is not able to provide the ROE Web service for self-employed fishers.

  10. What is required to transition from ROE Laser to paper-based ROEs?

Businesses that do not wish to register for ROE Web will need to convert to the paper-based ROE when their supply of serial numbers for laser ROEs has been exhausted.  To order paper-based ROEs, employers can contact their nearest Service Canada Centre.

  11. Will employers continue to have access to the laser ROEs they have issued?

Employers will still have access to an electronic version of the laser ROEs they have issued as long as the ROE Laser software remains loaded on the users computer. However, upgrades to computer platforms may not be compatible with the software. If the ROE Laser software is to be removed, employers will need to print and store a copy of all laser ROEs issued within the previous six (6) years.
