It’s Your Employment Insurance Program – Report on Hirings Program 

The Employment Insurance (EI) program provides temporary income support to unemployed people, and ensures that the premiums employers and employees pay are spent according to the requirements of the law.

Protecting the integrity of the EI program is an important responsibility that employees, employers, and the government share.

At Service Canada, we are responsible for protecting the integrity of the EI program. For this reason, we have designed the Report on Hirings (ROH) program.  ROH helps us make sure that only eligible individuals receive EI benefits.

While most claimants declare their work and earnings accurately, there are some exceptions. Programs like ROH are designed to identify these exceptions.

Information for employers

As an employer, your participation in the ROH program helps Service Canada officials detect and prevent EI abuse.

By participating in ROH, the Request for Payroll Information forms you receive will ask for more current payroll information, which makes them easier to complete.

If you agree to participate, we will ask you to provide (through a secure transfer mechanism) the Social Insurance Number and the first day worked for each newly hired or recalled employee.

We encourage you to inform your employees that you are participating in the ROH program.  By doing so, you are contributing to the integrity of the EI program.

Information for employees and claimants

When we receive hiring information from participating employers, we compare it to the EI benefits claim file. In this way, we identify cases where employees are collecting EI benefits while working and are either not reporting or misreporting their earnings.

When we identify an overpayment, we conduct an investigation. Any overpayments we identify through ROH must be repaid.

If you are an employee and you have not given us correct information,  it’s not too late to provide it. If you notify Service Canada before we start an investigation, we can waive any monetary penalties or prosecution that might otherwise apply. In all cases, however, you must repay any overpayments you may have received.

Note:  If you knowingly withhold information or make a false or misleading statement, you could face penalties or prosecution. In addition, your actions could affect your future EI claims.

Protecting the EI program - A shared responsibility

At Service Canada, we take our responsibility for administering the EI program seriously. Protecting the program from fraud and abuse is an important part of that responsibility.

To protect the EI program and to prevent abuse, we work with employers, employees, and claimants to ensure that EI benefits go to the right person at the right time.

If you or your business have made a mistake or provided incorrect information, please let us know as soon as you become aware of it. Don’t let a mistake or a delay in correcting a mistake cost you.

ROH Program Requirements

To participate, employers must have a valid Business Number (BN) and provide employee hirings and recalls to Service Canada every month.

When reporting new employee hirings and recalls, participating employers may report under one BN (ROH Information Provider) on behalf of all of their Organization’s or; report on behalf of the Organization's individual business units using multiple BN's or; have the Organization's individual business units report their own hirings/recalls directly to Service Canada as ROH Information Providers.

Electronic reporting is:

Fast 

Employers simply log in to Service Canada's Data Gateway with their User ID and Password, manually enter the SIN and the first day of work of newly hired or recalled employees or,  for employers with a high number of hirings and recalls, submit a file containing this data. 

Secure

Data Gateway is used as a file transfer mechanism for various Service Canada programs. It provides the identification, authentication, and ensures the privacy of data as it is transmitted from your site to ours.

Convenient

Employers can access Data Gateway and report hirings and recalls at any time, any day of the week.
