Contracting Information for Suppliers - Your Guide to Working with the department

All service requirements above $25,000 (GST included) are tendered via the Government Electronic Tendering Service, MERX, or in some cases, if the value is under the trade agreements, through a closed list competition. Below the $25,000 (GST included) threshold, the traditional method, which means that the project authority may solicit an informal proposal from 3 or more suppliers, is used. In a competitive process, suppliers are selected according to evaluation criteria established by the project authority with guidance and approval of the contracting specialist. Product requirements above $5,000 (excluding GST) are processed by Public Works and Government Services Canada. Preference is given to Supply Arrangements, Standing Offers etc. as procurement tools for goods and services.

Contracting specialists applying the traditional method do not maintain an official supplier list but, rather, ensure that project authorities have the necessary guidance throughout the process, including searching for suppliers capable of providing the products and/or services required.

In order to be fair and transparent, we must offer the same opportunities to all suppliers. Since we do not have any mechanism in place to meet the suppliers, we transmit their company profile to the appropriate branches.
